ATC Psychiatry is a Washington-based outpatient psychiatric practice providing evidence-based telehealth evaluation and medication management for adults, teens, and families across Washington State. All care is provided by Washington-based, trauma-informed, Washington-licensed psychiatric providers who understand the unique needs, stressors, and healthcare landscape of communities across the state. Our team brings decades of combined clinical experience across outpatient psychiatry, academic medicine, research, behavioral health, and hospital-based mental health services.

Meet Our Providers
Sean Dunn PMHNP-BC
Psychiatric Mental Health Nurse Practitioner
Sean is a board-certified psychiatric mental health nurse practitioner serving the greater Seattle area and clients statewide through telehealth. He graduated summa cum laude with a Bachelor of Science in Nursing from Northeastern University before completing his Master of Science in Psychiatric and Mental Health Nursing at Vanderbilt University, where he earned a named scholarship for academic excellence.
Sean’s clinical experience includes work in several nationally recognized institutions, including McLean Hospital (Harvard Medical School), Boston Children’s Hospital, and multiple outpatient behavioral health practices.
He is committed to an empathetic, validating, and patient-centered approach. Having been on both sides of the mental health care experience, Sean emphasizes honesty, mutual respect, and collaboration in every treatment relationship. He helps clients understand their diagnoses and available treatment options so they can make informed decisions together.
Sean’s clinical interests include mood and anxiety disorders, ADHD, OCD, and trauma-related symptoms. He is certified in trauma-informed cognitive behavioral therapy and welcomes clients of all ages, backgrounds, orientations, and identities.
Outside of practice, Sean enjoys time outdoors in the Pacific Northwest, writing and reading genre fiction, replaying ’90s video games, listening to mental health podcasts while walking his dog, and good-naturedly lamenting the final season of Game of Thrones.
Amy Brumbaugh, PMHNP-BC
Psychiatric Mental Health Nurse Practitioner
Amy is a board-certified psychiatric nurse practitioner who received her Doctor of Nursing Practice from Seattle University, where she also earned her Bachelor of Science in Nursing. She additionally holds a Bachelor of Arts in Sociology from the University of Oregon’s Robert D. Clark Honors College.
Amy brings a broad range of experience caring for patients across diverse mental health needs and backgrounds. With her prior work in the fitness industry, she offers a holistic perspective that integrates medication management with practical recommendations for supplements, physical activity, sleep, and lifestyle modification.
She is passionate about reducing stigma, building strong therapeutic relationships, and collaborating closely with patients, families, and multidisciplinary providers. Amy prioritizes culturally responsive, evidence-based care and strives to create a supportive, safe environment where every patient feels heard.
Outside of clinical work, Amy enjoys trivia nights, the Marvel cinematic universe, lifting heavy at the gym, and hiking with her German Shepherd, Mika.
Keondra Rustan PhD, DNP, PMHNP-BC, RN, CHSE, CNE, TNCC
Psychiatric Mental Health Nurse Practitioner
Dr. Keondra Rustan is a board-certified Psychiatric-Mental Health Nurse Practitioner with a Doctor of Nursing Practice from the University of Washington and a PhD in nursing education. She holds multiple advanced certifications in simulation education, trauma nursing, and nursing education.
Keondra brings a compassionate, culturally informed, and collaborative approach to care. She centers each client’s story, values, identity, and strengths in the treatment process, forming a therapeutic partnership designed to enhance overall well-being. Her areas of interest include trauma-informed care, major life transitions, and the role of nutrition and physical activity in mental health.
Her personal motto—HAIR: Honesty, Authenticity, Integrity, and Respect—guides her clinical practice and patient relationships. Outside of work, Keondra enjoys martial arts, visual arts, reading, and spending time with loved ones, all of which inform her holistic view of wellness and self-expression.
